Adanya penindasan pada kaum perempuan mendorong mereka untuk lebih vokal dalam menyuarakan perubahan. Ada sebanyak 15 ribu perempuan di New York City yang menuntut jam kerja yang lebih pendek, gaji yang lebih baik, dan hak suara.

Tahun 1910 saat Konferensi Wanita Buruh Internasional kedua diadakan di Kopenhagen, seorang wanita bernama Clara Zetkin yang merupakan Pemimpin Kantor Wanita untuk Partai Sosial Demokrat di Jerman, mengajukan gagasan mengenai Hari Perempuan Internasional. Saran Clara Zetkin disetujui.
