
JAKARTA, KalderaNews.com – The European Union (EU) and the Association of Southeast Asian Nations (ASEAN) have reaffirmed their commitment to deepening academic and research collaboration through the launch of the SCOPE-HE Academic Connectivity Grants, unveiled during a landmark workshop held in Jakarta on 14–15 May 2025.
The two-day EU-funded SCOPE-HE Research Connectivity Workshop brought together leaders from universities across Europe and Southeast Asia, alongside policymakers and international experts, to drive forward a shared agenda of sustainability, innovation, and cross-regional partnership.
Boosting Academic Partnerships Across Continents
The initiative is part of the €9.3 million EU-ASEAN Sustainable Connectivity Package – Higher Education Programme (SCOPE-HE), launched in July 2024. Implemented by Nuffic (Netherlands) in collaboration with the German Academic Exchange Service (DAAD), SCOPE-HE aims to promote academic mobility, build robust university networks, and enhance graduate employability.

A central highlight of the workshop was the formal announcement of three selected university clusters that will spearhead joint research efforts under the SCOPE-HE Academic Connectivity Grant:
- GreenTrans-EDU – Led by Ilmenau University of Technology (Germany), this project brings together six institutions from Germany, France, Indonesia, and the Philippines to advance education and research in sustainable development.
- DIGIHAZ – Coordinated by the University of Alicante (Spain), DIGIHAZ unites institutions from Spain, Greece, Malaysia, and the Philippines to build capacity for managing natural hazard risks.
- STABLE – Spearheaded by IPB University in Bogor (Indonesia), STABLE focuses on modernising marine science education and advancing the Blue Economy through collaboration with partners from Indonesia, Germany, Malaysia, and the Netherlands.
A Shared Commitment to Global Challenges
EU Ambassador to ASEAN, H.E. Sujiro Seam, emphasized that research and innovation are central to the ASEAN-EU Strategic Partnership (2023–2027). Congratulating the three clusters—selected from 120 proposals—he called the initiative “an effective and sustainable approach to jointly tackling global challenges.” He also highlighted the opportunities presented by the EU’s €95.5 billion Horizon Europe research programme, encouraging ASEAN researchers to engage.
Speaking at the event, H.E. San Lwin, Deputy Secretary General for ASEAN Socio-Cultural Community, underscored the importance of nurturing a cross-regional academic network built on openness and mutual learning. “We look forward to a vibrant ecosystem of researchers who bring real-world solutions to shared challenges,” he said.
Dr. Kai Sicks, Secretary General of DAAD, and Ms Brianda Zoet, Acting Manager for Pillar Europe at Nuffic, also delivered remarks highlighting the importance of long-term institutional partnerships and the role of science diplomacy in global development.
Laying the Groundwork for Lasting Impact
Expert panels and working sessions throughout the workshop addressed topics such as science diplomacy, research integration in education, and institutional management practices. These discussions helped set the foundation for a sustainable, high-impact EU-ASEAN research ecosystem built on excellence, equity, and shared values.
With the launch of these academic connectivity grants, the EU and ASEAN take a significant step forward in turning shared ambitions into actionable research and innovation partnerships aligned with the 2030 Agenda for Sustainable Development.
